Western Valley Connections

Useful links between homes, jobs and care in the western valley.

Start with the trip, not the track

Explore connections among Santa Nella, Los Banos, Patterson, Crows Landing and wider networks. First establish which trips people cannot make reliably, at what times and at what cost. Existing tracks do not establish passenger service or a right to operate it.

The shared goal

Make essential trips more dependable while keeping capital and ongoing service costs proportionate to the benefit. Include workers, non-drivers, patients and caregivers.

The proposal

Build a trip-needs inventory, verify services and rights-of-way, then compare first connections. Consider buses, shuttles, schedule coordination and road improvements alongside rail. A prospective operator must test practicality.

Compare complete journeys

Compare current service, a targeted shuttle or timetable change, and larger corridor investments. Assess door-to-door time, accessibility, service hours and affordability on equal terms.

Construction is only the beginning

Separate vehicles, stops, land and infrastructure from drivers, dispatch, energy, insurance and maintenance. Identify an operating funder. Evaluate time saved, fares, access, noise and possible displacement.

Evidence still needed

Collect travel patterns, missed trips, schedule gaps, operating estimates and verified current routes. Validate rights-of-way with their owners. No ridership forecast or rail service is established.

A reproducible first comparison

The worksheet tests annual operating subsidy per passenger trip. Capital, financing and replacement costs remain separate. All starting values are illustrative.

ILLUSTRATIVE SCENARIO · USD

Change the assumptions.

Try the arithmetic. Starting values are deliberately illustrative and carry no local feasibility claim.

Annual operating gap$1,200,000
Operating gap per passenger trip$20

Formula: annual cost − annual revenue; divided by annual passenger trips for the per-trip figure. Excludes capital financing, inflation and lifecycle replacement. Inputs are not saved.

The policy connection

MCAG is a starting point for Merced County planning information. Verify other authorities for the full corridor. SB 79 is related policy with local transit and site eligibility unresolved.

People and organizations

Affected travelers, existing operators, planners, accessibility advocates, employers and prospective care operators. No outreach or participation is implied.

The next decision

Ask a planner and prospective operator to define the least-cost useful first service. Can a limited trial answer the demand question before major capital investment?
